Responsibilities

JOB PURPOSE

 

The Senior Pre-Construction Manager leads the planning and coordination required to move utility-scale wind, solar, high-voltage transmission, and energy storage projects from development into construction readiness. This role is responsible for managing preconstruction scope, cost estimates, preliminary engineering, constructability reviews, contractor engagement, RFP development, bid evaluations, and early execution planning. The position works closely with Development, Engineering, Construction, Procurement, Environmental, Resource Assessment, Operations, and Transmission teams to align project scope, schedule, budget, risk, commercial assumptions, and construction strategy before projects are turned over to the construction execution team. The role also provides leadership, guidance, and oversight to manager- and associate-level preconstruction staff, as applicable.,, projectsin North America as well as as part of, and operationsacross North America, working in teams with environmental, resource analysis, procurement, initiation

and transmission groupsAs this is a Senior Manager role, you will also be expected to manage other staff at the manager and associate levels.

 

KEY ACCOUNTABILITIES

 

  • Lead preconstruction planning for utility-scale wind, solar, transmission, and energy storage projects, including scope definition, estimating, scheduling, constructability review, and construction-readiness planning.
  • Develop EPC cost estimates, budget forecasts, cash flows, and milestone schedules to support project development, investment decisions, and execution planning.
  • Manage preliminary engineering and coordinate technical inputs from geotechnical, civil, structural, electrical, transmission, and major equipment suppliers.
  • Review development, engineering, and construction-related documents for completeness, consistency, and alignment with project agreements, permits, technical requirements, and good industry practice.
  • Develop project contracting and bid strategies in coordination with Capital Procurement and project stakeholders.
  • Lead RFP development and administration for qualified contractors and vendors, including bid package preparation, pre-RFP meetings, bidder questions, and scope clarification.
  • Evaluate contractor and vendor proposals using technical, commercial, schedule, risk, and scope-compliance criteria to support selection of responsible bidders.
  • Coordinate with project stakeholders to review and approve bid packages, submittals, assumptions, scope changes, and key preconstruction decisions.
  • Provide construction planning support through early mobilization, issue resolution, and transition from development to execution.
  • Manage turnover from preconstruction to the construction execution team, ensuring that scope, budget, schedule, risks, assumptions, and contractual requirements are clearly documented and communicated.

Qualifications

EXPERIENCE/QUALIFICATIONS/EDUCATION REQUIRED

Educational Requirements

  • Minimum Bachelor of Science degree, with preference in engineering and/or construction-related discipline

 

Required Work Experience

  • 10 years or more work experience since graduation in a related field (Construction planning; pre-construction; Construction PM)
  • Minimum 5 years progressive responsible experience in the renewable power industry with significant wind/solar/transmission experience at the pre-construction phase.
  • Knowledge of basic engineering concepts associated with renewable energy facilities (geotechnical, civil, structural, electrical).
  • Knowledge in engineering and cost estimating of utility-scale energy storage projects.
  • Ability to work within a cost analysis database that allows for evaluation of past project build costs to effectively estimate future build costs in a targeted market.
  • Ability to simultaneously prioritize and resolve multiple issues on multiple projects under demanding schedule constraints.
  • Knowledge of trending constructability costs in the wind and solar market
  • Must be proficient in typical software applications, including Excel, Word, PowerPoint, and Microsoft Project.
  • Open to remote working or relocation to San Diego
  • Must be willing and capable of traveling across North America as the role requires.

 

 

Preferred Requirements

  • Experience specifically in solar project development, pre-construction and/or construction.
  • Direct experience with project and engineering management for wind/solar/ transmission projects.
  • Experience of medium voltage and high voltage work. This includes MV collections systems, substations, switchyards and transmission lines.
  • Prior site and estimating experience are advantageous.
  • Relevant and specific software experience, such as Primivera or estimating software (e.g. InEight Estimate ).

 

The expected starting pay range for this role is $118,000 - $170,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern’s compensation program includes a bonus structure for full-time employees of all levels.
