Responsibilities

This position will have responsibility for advancing political, legislative, and administrative initiatives for Pattern in the U.S. within the Eastern region including states and markets in ERCOT, MISO, PJM, NEISO, and the southeast.

 

The role will oversee government affairs advocacy primarily at the state and regional level to advance the company's commercial interests.  Policy arenas will include state legislatures, administrations, public utilities commissions and regional transmission operators.   Areas will include, but not limited to, market creation, expansion and defense, renewable portfolio standards and utility procurement policy, interconnection, integration and capacity revenue, resource adequacy, tax policy, greenhouse gas emissions regulation, and permitting/siting. 

 

The successful candidate will be required to build and maintain high-level relationships by engaging directly with energy market stakeholders, policy leaders and government agencies. The position will provide market intelligence, develop policy positions, and design and oversee execution of advocacy campaigns to advance legislation, regulatory priorities, and market developments at the state level that will affect the company's commercial interests across the region. Engagement activities include in-person meetings, hearings, industry events, technical conferences, and other venues as necessary. This role will be the lead representative for Pattern across the priority states and markets and recommend where additional resources are needed to achieve commericial outcomes.    

 

The role will represent Pattern at state, regional, and national trade association venues, leading efforts in building strategic relationships with industry allies, trade associations, government officials, and community leaders.  The position will also need to develop effective coalitions across a diverse mix of stakeholders and interests to support short and long-term policy priorities to advance Pattern's commericial interests.

 

The role oversees daily management of internal and external teams, including a wide range of state and regional based consultants across all priority markets, to accomplish company objectives.   The role will support department efforts on Federal initiatives and legislation, and project-level local/community affairs.

 

Qualifications

Educational Requirements

Bachelor's degree from accredited college/university (policital science, economics, public administration, social science, humanities, or other relevant field); Graduate degree or professional development preferred.  

Required Work Experience

10-12 years experience in regulatory affairs, government affairs, or development, preferably in the energy industry, with a preference for utility scale clean energy. 

Additional Requirements

Must possess strengths in the following: a strong knowledge of renewable energy industry, experience working in a range of energy markets, experience representing and serving as an external spokesperson for a corporation or other organization.   Thorough understanding of the structure and relationship of government bodies.  The role will require knowledge of the policy, regulatory and advocacy environments across  the West with an initial focus on the company priority states in the region, with other states added as commercial needs arise.  Ability to analyze, interpret and draft legislation and regulation, position papers.  Strong quantitative, analytical skills.  Excellent writing, speaking and communication skills.  Ability to work on multiple projects simultaneously and deal with rapidly changing priorities across multipe disciplines.  Experienced candidate is a quick learner able to work cross-functionally and independently at times.  Individual is solutions-oriented with the ablity to develop strategies and execute by creating and maintaing processes and systems.

Travel (dependent on work location), expected up to 30%.

 

The expected starting pay range for this role is $137,000 - $186,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern’s compensation program includes a bonus structure for full-time employees of all levels.
